I finally got my PC Interface back, got it up and running.
It all seems to be working now.

The problem I am having is that it is not uploading to
wunderground at the times I have it set to upload.
I have it set to upload every 15 min, and the only time it uploads is when I test upload. I can view it then and all is well.

What am I missing?

do you have the “on switch” under the wunderground page on?
do you have the main “on switch” on?
what does it say under view, full ftp log?
