It would be possible to deduce the cloud coverage by analysing one area of the picture. Blue and not blue ratio could give a clue about overcast, broken, scattered, sky clear.
On the same token, by analysing another area of the webcam picture, we could deduce if there is snow or not. Of course, we should need a white reference (white panel) in order to compensate for cold, normal or warm colors.
