Updated nws-alerts.php for NWS alert name changes

Appearently NWS has updated the name of various alerts. The Saratoga folks have issued an updated nws-alerts.php (v.2.02). It seems the only effect related to icon selection. Attached is the new file. It goes in the pwsWD->nws-alerts folder.

It also was reordered with the revised priorities for the alerts to match the NWS priorities.
