The 003 error is a permissions issue. Either with the host or the folder you have the files in. I ran into this same exact thing. Try changing the file itself to 777, and/or the folder you have them in. It is a tricky script to get going. if you look in the original thread Space Weather addon page for WD-AJAX-PHP-USA You’ll see some others had the same problem.
