Missing high-lows Amend script for ecco_lcl.arr

Please be concise and specific when posting a question or asking help for a problem.

I adapted the Topic-title

  1. One can not amend ecco_lcl.arr as that is an Ecowitt internal format
  2. The problem seems to be missing high-lows
  3. Before one can update those values they have to be created first.
  4. The use of forced small-cap versus low+capital is a server setting.
