The first time is the is the of the tags file (the 5 minutes file). The second time is the time of the realtime file.
When the realtime file is a to old( = from before the time of the tag file) ,it is colored red and the mouse will change when you hover on it.

Clicking on the red time will bring you to the status page to investigate what is wrong.
