Can somebody please help. On my site the current conditions is always showing as -999 degrees C. Also earthquakes have stopped working.

There have been a few recent posts about earthquakes stalling, e.g. https://discourse2.weather-watch.com/t/stalled-data-for-earthquakes/71835/ You will need to make some changes to get it working again.
Don’t know why your current conditions are giving odd values though.

You are running the 2019 July version of PWS_Dashboard.
That version is 4 years old and unsupported for 3 years.
There are numerous changes impossed by the data-providers.
Darksy closed their business, the free earth-quake provider also.
I used this to see the messages > Derby UK Home Weather Station (wd version)
These are some of the errors caused by using DaerkSky which does not exist anymore.

Better use easyweather-setup and choose another provider for the sky conditions 1 hour forecast.
Some of the other 1907 users show the same problem but not all.
So there is a solution possible.
But I think it is better to install the latest version.
The 2012_lts version has full error/problem support for years to come.

You have to do a full install!
One can not upgrade from 19.07 to 20.12
After you installed this latest version, there is a script to run and fetch new updates, if there are any.

Maybe you have, but those blocks are widely used compared to the 1907 times.
Better make an off-line copy of those scripts webcam_c_block.php and webcam_popup.php.
