Tried installing the latest build and receive a message that the weatherD.exe is corrupt.
I redownloaded it a few times with the same result.

I just downloaded it this morning for my test install and had no problems.
Try downloading it again but when the box comes up to save the file name it different like wdisplay32-10-37fBuild13.exe and save that file and see what happens, you may have cached a bad download.

I did rename the second download, and had the same result. I will reboot and see what happens.
But since your able to use the file it must be on my end.

Yeah something sounds mucked as I had just downloaded and installed the newest full install about 30 minutes before your post, was one of those things I had been meaning to do, for the test install I keep running, and had been putting it off LOL
