? Wind Average is higher than gust? Why?

Running a WS2310, it was pointed out to me today than the extreme wind average is higher than the extreme wind gust, as shown below.
Any ideas why?

there is only a current/gust number from that station that I use…
and so the average is the rolling average of the current wind readings…and so eventualy the average can easily get to the same as the “gust” (i.e current windspeed), if the wind stays steady…
the difference you see will be due to rounding, averaging, etc

There is no way the Avg can be higher than the max gust…

mathmatically impossible…

And his graph data shows the wind was not sustained…

0.2 difference could come about from rounding with unit changes, etc…
its not as simple as you are making out…
