AM times are formated 00:00 AM
PM times are formated 0:00 PM
This appears to apply to both tags and graphics.

FYI - This is still present.
It seemed to disappear for a version or two and then come back (but I could be imagining things).

I think that is the Branstad correction factor that is automatically figured for which side of I 35 you live on.
