time tag

Hi Brian,

Could you for both %highsolar% and %highuv% tags add a tag which indicates when the occasion happened?

added it now to a new 10.13x beta, uploading now:
%highsolartime%…Time that the daily high solar occured
%lowsolartime%…Time that the daily low solar occured
%highuvtime%…Time that the daily high UV occured
%lowuvtime%…Time that the daily low UV occured

(note its not restrospective, will work as those values are reset/exceeded)

Thanks for adding Brian. I tried the latest version but WD does not seem to recognise the tags. The tags are not replaced with the values… Both values are exceeded too but no change…
