can i use the forcast5day picture for the region, i have read that function is only in USA ?

I think the feature is only for the USA (or for WXSIM forecasts). The USA NOAA site is used for the text forecast that’s the basis of for the forecast5day picture.
If your website can run PHP, I can suggest you use the WU-forecast.php script – It can get your local forecast (in German too).
