The problem appears to be not that the ftp program can’t connect to the server, but with the new versions of WD that the FTP app isn’t launching.
Could this be a firewall issue?
The new XP internal firewall or a add-on firewall (Zone alarm, Norton, McAfee, etc).
Check the firewall logs.
Seems like I recall an issue where a manual FTP upload would work but an automatic FTP upload would not work. After many days of trying to figure this out we determined the firewall was stopping the automatic FTP upload. :?
Actually I haven’t installed SP2 on that PC yet.
if you use the ftpupd.exe version from that older verison with the new version, does it work?
also, with it not working, what is reported under view, ftp, view full log, after it has supposed to do a aprs update
also, what are you aprs/cwop screen setup details look like?
If I try putting the old FTPupd in the directory, the system still does not upload the data.
How are you uploading every 10 minutes if not automatically?

I went back to using an earlier version of WD.
I just upgraded to the WD version 10.19s and the APRS upload is working just fine.

It was very wierd. The only thing I did was add an additional 128 megs of RAM.
